BCI was retained by Edw. C. Levy Company to assist with the closure in place of a 10,000 gallon diesel fuel underground storage tank (UST) as part of a system upgrade.
Evidence of impacts was noted during the closure activities. BCI subsequently completed site assessment activities to delineate the vertical and horizontal extent of both soil and groundwater impacts. During the site assessment BCI discovered two additional releases from alternate sources. Waste oil free phase product was identified as a commingled release and an area of chlorinated hydrocarbons was also identified.
BCI completed initial abatement and remedial efforts in relation to the waste oil free product, while completing routine groundwater monitoring to monitor the stability of the groundwater impacts. BCI developed a corrective action plan that included ultimate removal of the formerly closed in place UST. This was previously not possible due to the proximity of a building that subsequently was removed.
BCI observed the removal of the diesel fuel UST and corresponding soils which were impacted above the soil saturation criteria. Verification of site remediation samples were collected at intervals consistent with the requirements of the Michigan Department of Natural Resources and Environment sampling strategies. Verification samples collected by BCI indicated that the remediation activities were successful in not only removing the majority of the diesel fuel source area, but also remediation of the waste oil free product area and a significant reduction of the groundwater contamination. Approximately 2,200 cubic yards of soil were removed along with almost 30,000 gallons of impacted groundwater.
Following the remediation efforts, BCI performed additional site assessment activities to determine the remaining residual soil and groundwater contamination. Groundwater monitoring was completed to demonstrate the impacts were stable and/or decreasing.
BCI completed and submitted a Tier II Residential Leaking Underground Storage Tank closure report for the commingled release with an on-site deed restriction.
To address the exceedances of soil and groundwater drinking water criteria, a restrictive covenant was recorded for the property restricting the use of groundwater at the site. Following closure certification all site groundwater monitoring wells were abandoned.
