Scope
BCI was hired to design, permit, and implement the total remediation and closure of a 1,100-acre phosphate chemical facility.
BCI tasking included:

design of treatment system for 350 acres of ponds containing 1.7 billion gallons of contaminated acid water of which one billion gallons have been treated and released. More than 10 billion gallons have been treated through recirculation neutralization.

closure design for 200-acre phosphogypsum stack

construction monitoring and testing services

remediation design for the 100-acre chemical plant site

overall site water management design to restore natural pre-mining drainage patterns

sixty-three year site water balance simulation utilizing HSPF

characterization and design of stormwater treatment system
BCI developed and implemented a facility-wide water quality monitoring plan including both surface and groundwater systems, and conducted testing and monitoring for feasibility studies and remedial action plans. A Contamination Assessment Report and Conceptual Closure Plan were developed from these studies.
BCI has continued to assist with closure activities. Ongoing compliance work includes water quality monitoring, toxicity testing, and dam safety inspections. Specific environmental support requires routine monitoring and maintenance of groundwater wells and of two permitted release points with scheduled submissions of ground and surface water quality to regulatory agencies.
