As home to one of the nation’s most renowned earth dam experts, BCI has been a reliable source for dam safety and design for more than 30 years. Our projects have included earth dam/ reservoir design, seepage/ stability analysis, dam safety training and inspections, erosion protection and armoring, dam breach analysis, soil cement and roller compacted concrete design, flood modeling, and more. BCI successfully completed the design and construction administration of the first reservoir in Florida to be funded by a public/ private partnership at a substantial cost-savings from original estimates to all stakeholders involved.

BCI, with Mock, Roos & Associates, Inc., designed the Section 24 Impoundment and related features and facilities. The design was completed in accordance with South Florida Water Management District (SFWMD) and U.S. Army Corps of Engineers (USACE) requirements for dam design. The project includes the design of a Wellington standard electric infl ow pump station (PS9); design of infl ow/outfl ow water control structures; design of conveyance infrastructure; design of a levee system capable of containing required stormwater volumes; design of a wetland/park system consistent with the master plan; and all associated construction services.

As the top ranked consultant with the South Florida Water Management District (SFWMD), BCI has provided technical support to District personnel with numerous dam related challenges. BCI recently completed a scope of work under this contract which required staff to develop proprietary designs to assist with wildlife entrapment issues within armored reservoirs. BCI presented alternatives to District and USACE staff that alleviated the identifi ed problem while still maintaining the performance criteria of the reservoir.

The Martin Cooling Pond is a 6,900 acre reservoir located east of Lake Okeechobee and north of the St. Lucie Canal in Martin County. The reservoir has an embankment length of 17.5 miles with a maximum design head of 23 feet. Soon after filling, seepage was observed along the downstream slope along nearly 60 percent of the enhancement perimeter. Extensive sand boils developed within the toe ditch and around the pumping station resulting in failure of the embankment.

While the Project Delivery Team, led by the U.S. Army Corps of Engineers (USACE), continued with the development of the Project Implementation Report, the SFWMD proceeded with the reservoir design.

South Florida Water Management District’s (SFWMD) Loxahatchee Reservoir is a critical component of the Comprehensive Everglades Restoration Plan (CERP), and is one of the fi rst public/private projects initiated. This 1,000- acre water storage area was created in a former limerock mining area providing 44,500-acrefeet of storage. BCI was retained by Palm Beach Aggregates to provide comprehensive design support and serve as the engineer of record.

BCI was hired by Southwest Florida Water Management District (SWFWMD) to design and implement dredging for seven miles of the Leslie Hefner Canal and install a new water control structure on Moccasin Slough to restore drainage flow ways and improve navigability. BCI developed a detailed dredging plan characterizing the quantity/quality of material to be dredged. Due to the limited number of disposal sites, dredged material was piped several miles; transport was completed without the use of booster pumps. Two upland disposal area sites were constructed using perimeter embankments.

Ten Mile Creek Reservoir is a critical component of the Comprehensive Everglades Restoration Program (CERP). The purpose of the reservoir and associated Stormwater Treatment Area (STA) is to restore historic flows and water quality to Ten Mile Creek, which flows into the St. Lucie Estuary. The project will help to reduce damaging freshwater discharges to the estuary and enhance the ability to maintain appropriate salinity in the estuary. Ten Mile Creek embankment is classified as a high hazard dam due to the proximity of important life support structures immediately downstream, and the potential for loss of life in the event of a failure.

Lake Okeechobee occupies about 730 square miles in the center of the southern part of Florida. The Herbert Hoover Dike was constructed by the U.S. Army Corps of Engineers (USACE) in the 1930s to act as a levee and provide flood protection for surrounding agricultural lands and settlements. It is approximately 140 miles long, and up to 36 feet high. For some 30 years the Dike has been functioning as a dam, as increased demands for water in south Florida have resulted in higher lake impoundment levels.
