Site Assessment & Mitigation Former Universal Door Landfill PropertyBCI was retained by Hayward Baker, Inc. to assist in the development of the former Universal Door property for use as an equipment parking and storage area. The Universal Door site is located adjacent to Hayward Baker’s Tampa operations facility, and consisted of a former borrow pit and unpermitted construction debris landfill. Numerous environmental concerns were associated with the landfill and several Notices of Alleged Violation from the Environmental Protection Commission of Hillsborough County (EPCHC) had been issued to the land owner/operator. Hayward Baker entered into a long-term lease for use of the property with the understanding that they would address the outstanding environmental concerns and construct appropriate remedial measures to reduce surface and ground water impacts from the landfill. BCI assisted Hayward Baker in negotiations with EPCHC and in preparation of the Director’s Authorization permit which allowed for their use of the Universal Door property.

As part of the permit application, BCI completed a Preliminary Ground Water and Landfill Gas Assessment to evaluate ground water quality conditions and the magnitude of methane emissions, in order to determine whether a permanent gas collection system would be necessary as part of the site development plan. The assessment included the installation of shallow monitoring wells, construction of temporary vadose zone gas probes, an inventory of area water supply wells, and the collection and analysis of ground water and soil gas samples.

As part of the Director’s Authorization permit, BCI designed and oversaw the construction of a low-permeability compacted limestone base and stormwater drainage and collection system at the property. The intent of these improvements was to provide an all-weather driving surface and a low-permeability cap to reduce infiltration into the landfill, and provide for stormwater conveyance and disposal. BCI is currently conducting periodic soil gas monitoring for methane and coordinating renewal of site permits.
