Van Buren Phase I Environmental Site Assessment & Due Care SamplingBCI completed a Phase I Environmental Site Assessment (ESA) of a property in Van Buren Township, Michigan that included baseball diamonds and a firearm’s shooting range that the Township planned to accept as a donation. The purpose of the Phase I ESA was to identify known or suspected environmental conditions associated with the Property, which include any Recognized Environmental Conditions (RECs) associated with the Property.

This assessment has revealed no evidence of RECs in connection with the Property, except for the following:

1. The soils that compose the backstop of the shooting range portion of the property are likely impacted with lead.
2. Soil and surface water in a drain on the southern portion of the property were impacted by the release of petroleum products from a nearby airport.
3. The proximity of the property to a regulated hazardous waste site may impact soil and water conditions on the Property in the future.
4. The potential placement of impacted fill soil on the Property.

Subsequent to completion of the Phase I ESA, Van Buren Township decided to only lease the portions of the Property that consist of baseball diamonds and a firearm’s shooting range. Based on this planned land use, BCI recommended the collection of near surface soil samples from the area of the baseball fi elds to confi rm that there is not a direct contact exposure risk from historical soil placement activities.

In order to assess the direct contact exposure risk, BCI completed the following scope of services:


1. Collected and preserved nine discrete surface soil samples from the area of the nine baseball diamonds on the Property and one discrete sample of stockpiled granular material used for infield filling.
2. Submitted the 10 soil samples to an analytical laboratory for lead, arsenic, copper, zinc, and polynuclear aromatic hydrocarbons (PAH) analyses.
3. Prepared a report to present the results of the analytical laboratory testing and our recommendations pursuant to the laboratory testing.

During the summer of 2009, BCI collected the discrete surface soil samples from the area of the baseball diamonds. The soil samples were split with a representative of the Property Owner and submitted to separate analytical laboratories for analyses. A review of the analytical testing results indicated that arsenic, copper, lead, zinc, and PAHs were not detected at or above the residential direct contact criteria in the samples submitted for analysis. Based on the results of the analytical laboratory testing, no further sampling and analysis was recommended and Van Buren Township entered into a lease of the Property.
