Environmental Consultant

Scope

Veterans ExpresswayBCI served as the environmental and geotechnical consultant for the Tampa-Hillsborough County Expressway Authority. BCI provided a variety of environmental services ranging from the initial identification and preliminary assessment of contaminated sites in and along the proposed roadway alignment to the management of assessment and remediation activities on sites within the final roadway corridor. Individual project tasks included the development of RFPs, contractor selection, preparation of site work plans, regulatory agency coordination, as well as project management review and oversight duties. Extensive assessment, remediation, and restoration work was completed prior to and during roadway construction.

BCI dealt with a number of issues which arose due to the site’s location on former gas station properties, a landfill suspect of hazardous materials contamination, and      restoration of an impacted wetland adjacent to the roadway. BCI directed and organized the excavation of large volumes of impacted soils, as well as dewatering and water treatment activities in contaminated areas.  Mitigation for the landfill site included installation of a low-permeability cap and gas venting system, followed with long-term groundwater and landfill gas monitoring as required by the long-term care provisions of the site closure permit.
