BCI Engineers & Scientists, Inc. is pleased to announce the employment of E. Thomas Cavanaugh, PG, CPG, as the Rocky Mountain Regional Manager for the company’s new office in Denver, Colorado. Mr. Cavanaugh joined BCI in November 2009 to oversee the day-to-day operations of the company’s new Energy & Natural Resources division.
Mr. Cavanaugh has more than 35 years experience as a geologist. His expertise spans the realm of natural resources including hydrogeological evaluation, design, drilling and construction of municipal water supply wells and investigative drilling programs; geomorphology, environmental investigations, stratigraphy, subsurface investigation, mapping research, and natural resource exploration and exploitation. Mr. Cavanaugh contributes extensive experience in geological project initiation and management, including contract negotiations, technical evaluation, compliance, environmental site assessments, construction dewatering, pipeline and construction inspection, resource evaluations, and technical marketing. Mr. Cavanaugh’s broad background allows him to help clients effectively and efficiently plan and operate projects on time and within budget. He has guided natural resource companies through the permitting and compliance processes on a federal, state, and local level, including NEPA and reclamation requirements in Colorado, Utah and Wyoming.
He has worked on municipal water projects for the town of Aspen, Mount Werner Water District, and Jefferson County, Colorado; regional groundwater studies for the Southern High Plains and Upper Big Sandy groundwater management districts, Colorado; and many smaller studies for towns, subdivisions, and landfills in Colorado and Wyoming. Mr. Cavanaugh is a Certified Professional Geologist, a Registered Professional Geologist in Wyoming, and has OSHA 40-hour HAZWOPER and MSHA training. He has a bachelor’s degree in geological engineering and a master’s degree in geology, both from the Colorado School of Mines. Mr. Cavanaugh is a member of the Rocky Mountain Association of Geologists, the American Institute of Professional Geologists, Wyoming Geological Society, the Colorado Mining Association, the Denver Region Exploration Geologists Society, Grand Junction Geological Society, and the Society for Mining, Metallurgy, & Exploration. |

BCI Engineers & Scientists, Inc. announces the grand opening of its Denver, Colorado office. The location also marks the debut of the firm’s new Energy & Natural Resources division, making it the sixth service area for BCI. Situated in Arvada, Colorado, the office location will serve Colorado, Utah, Wyoming, and surrounding areas in the fields of Environmental Impact Assessment, Geology & Soil Resources, Site Assessments, Mining Exploration & Development Services, Water Quality & Hydrology, and Water Treatment & Management. The Energy & Natural Resource team will focus on permitting and compliance for the natural resources, energy, and oil and gas industries.
“Expansion of BCI into the Rocky Mountain Region will provide us with greater flexibility to serve the increasing service demands of our national and mining clients. Our Denver office will also provide us with a strategic opportunity to expand our services within the oil and gas industry,” said Richard Powers, PG, CPG, President and CEO of BCI.

BCI Engineers & Scientists, Inc., a Lakeland-based engineering firm, announces the award of the Environmental Protection Agency’s Brownfields Assessment Program by the Central Florida Regional Planning Council to the Cardno TBE/BCI team to redevelop mine-scarred land in Polk County, Florida. Cardno TBE is an environmental engineering firm headquartered in Clearwater, Florida, which specializes in turnkey Brownfield redevelopment services including program planning, funding, and design. Cardno TBE invited BCI to join the team to provide specific and unique expertise relating to the characterization, reclamation, and stabilization of phosphate mined and disturbed land.
Cardno TBE and BCI will be completing an inventory of several parcels of land throughout Polk County in order to identify which properties can be redeveloped for future use under the “Brownfield” designation. “Brownfield,” a term coined by the Environmental Protection Agency, refers to abandoned or underutilized industrial and commercial facilities or property available for reuse or redevelopment which may be complicated by real or perceived environmental contamination. The target area for potential redevelopment will cover most of Polk County; however, the main focus will be the cities of Fort Meade, Mulberry, and an area of reclaimed land south of Bartow.

Lakeland, FL – December 9, 2009 BCI Engineers & Scientists, Inc. celebrates the win of a contract with the Florida Department of Transportation (FDOT) to provide district-wide National Pollutant Discharge Elimination System (NPDES) services for a period of up to five years. NDPES permits authorize municipalities and entities such as FDOT to discharge stormwater into receiving waters.
BCI’s role in the project will be to serve as an extension of the FDOT’s District 7 maintenance staff to ensure stormwater environmental compliance is achieved. BCI will inspect stormwater management facilities for proper operation and compliance; and assist in and report on the accomplishments, projects, and activities the FDOT has implemented in its stormwater compliance efforts.

Lakeland, FL - December 8, 2009 BCI Engineers & Scientists, Inc. is pleased to welcome Jason Armstrong as a field technician/geologist to their GeoEnvironmental staff in Howell, Michigan. Mr. Armstrong brings a total of nine years work experience to his position. In this capacity, he will assist with project coordination and coordination of field activities. General projects will include remedial investigations, site assessments for LUST sites, landfill sites, water supply, wastewater discharge sites and due diligence projects.
He will be responsible for providing general project support, including report writing, preparation of project diagrams, reduction and evaluation of analytical and hydrogeological data; and completing field activities related to environmental sampling in support of compliance, site investigation and closure activities, and the collection of aquifer test data for hydrogeological evaluations.

BCI Engineers & Scientists, Inc. is pleased to welcome Deborah Florence as a senior environmental technician to their office in Palatka, Florida. In her current capacity, Deborah will be responsible for maintaining the firm’s scientific literature library through the EndNote master database, assisting the staff with obtaining articles from the database to create bibliographies and templates for manuscripts, assisting with reviewing and submitting manuscripts, and other general administrative duties.
Before joining BCI, Deborah worked for 10 years as a personal financial representative for the First Coast Community Credit Union in Palatka. She also works as a substitute teacher in the Putnam County School District. She has also served as a data processing operator for Putnam Community Hospital and as an admissions counselor for St. Johns River Community College in Palatka. In addition, Deborah has 14 years experience with Friedman’s Jewelers as an assistant manager. Deborah completed her education with St. Augustine Technical Center in Palatka in 1992. She is a graduate of Palatka Central High School. |

Evelyn has more than 10 years experience providing customer service and office support. She is skilled in customer relations, meeting and event management, accounts receivable and payable, and Microsoft Office. Her skills were developed through her tenure of more than 10 years with Marriott Vacation Club International. During this time, Evelyn was responsible for tracking recorded documents to and from courthouses for property ownership transfers; resolving customer service concerns; facilitating department meetings and training employees in proprietary software; co-facilitating training sessions for employee development during new product rollout; and developing presentations to increase staff participation in workplace volunteer opportunities. In addition, she has also been an administrative assistant for FloridaFirst Banc Corp assisting with the maintenance and training of the telephone and voice mail systems. Evelyn has property and casualty insurance experience including handling homeowner and automobile claims. She is involved in Community Service and has been a team coordinator for corporate spirit to serve events such as Habitat for Humanity, Keep Lakeland Clean, and the Society for Prevention of Cruelty to Animals. |

Lakeland, FL – November 25, 2009 BCI Engineers & Scientists, Inc. has successfully helped United Way carry forth its mission “to improve lives by mobilizing the caring power of communities” by making a contribution of $15,092.
BCI launched their annual United Way campaign on October 19 and carried the campaign to November 13, 2009, with a goal of raising at least $15,000 for the charity.
“BCI’s 2009 United Way campaign was a fantastic success raising more than $15,000. The numerous and fun activities planned and executed by our United Way committee this year were great and everyone appeared engaged and motivated. During these difficult economic times, it’s very heartwarming to see BCI’s employees ‘digging deep’ to help their community and the work of the United Way,” said Richard Powers, President and CEO of BCI.
Powers went on to discuss his long-term involvement in United Way, having a role in the charity since the 1980s. As a result, Powers was able to see first-hand how effective and important the charity is in the community; therefore, deciding to involve BCI was an easy decision.
“The United Way concept of ‘neighbors helping neighbors’ resonates strongly with everyone at BCI. The United Way, directly or indirectly, in some way assists almost everyone in our community. It’s a great organization helping many people,” Powers said.

BCI Engineers & Scientists, Inc. is pleased to welcome Charity McArthur as a geology assistant to the company’s forensic engineering and science department. Before her hiring at BCI, Charity spent two years as a GIS compliance technician and administrative assistant at the Southwest Florida Water Management District (SWFWMD). Her primary role was assisting professional geologists with logging in water-use permits and ensuring citizen compliance with SWFWMD regulations by comparing project activities to permitted conditions.
Her additional experience includes her ownership of the Black Brew Coffee House & Bistro in Lakeland, Florida and more than three years as a marketing manager for RE/MAX Experts, also in Lakeland. In the latter capacity, Charity was responsible for assisting the broker/owner and 10 realtors with marketing presentations and property information files. Charity has also been employed as an amino acid analyst/protein chemist assistant for Shands Hospital at the University of Florida in Gainesville where her primary focus was assisting a protein chemist in determining the molecular makeup of proteins for research purposes.
Charity has a Bachelor of Arts degree in psychology from the University of South Florida. She is actively involved in Habitat for Humanity and has volunteered for the after school program for underprivileged children at Prairie View Elementary in Gainesville, Florida. |
