Scope

BCI was retained by E.R. Jahna to develop a new 15,000-acre sand mine in the Green Swamp. The Green Swamp is an area of critical environmental concern. The development of the new mine required comprehensive environmental assessments as well as significant wetland assessment.

To begin the project, BCI developed detailed, thematic GIS coverage to determine the amount of hydrologic, environmental and mine/reclamation planning needed.  In addition, comprehensive geotechnical evaluations were conducted to establish the extent and characterization of the resources available.  Detailed SWMM modeling of 140 square miles of the contributing basin to the Upper Withlacoochee and Ocklawaha basins was also conducted.

Large area hydrologic modeling was performed using MODFLOW to assess long-term regional groundwater impacts associated with mining activities. In addition, a 400-year Life of Mine Environmental Resource Permit was submitted and approved by the Florida Department of Environmental Protection (FDEP).  Environmental issues and wetland delineations were addressed using geo-referenced photos, habitat assessments, wildlife surveys and impact assessments.

BCI also provided geotechnical analysis that included earthen dam slope stability analysis, haul road pavement design and sand plant foundation design.  Standard Penetration Test (SPT) borings, auger borings and tests were used to identify soil types and measure water table levels. US Army Corps of Engineers wind and wave analysis was used to predict wave run-up erosion and potential for dam breaches.
