BCI has been a master engineering and environmental consultant for the City of Lakeland for nearly 20 years. In this capacity we have conducted various water resource related projects to include lake restoration, wetland design and monitoring, shoreline stabilization, and master planning.
One of our assignments involved the development of a long-range plan for managing lake and stormwater needs throughout the city over a 20-year period. BCI conducted a Utility Rate Analysis to define the reasonable revenue expectations resulting from a proposed Stormwater Utility Program. Various assessment algorithms were evaluated including flat fee and tiered fee structures.
BCI provided the City of Lakeland with a 10-year update of the original Comprehensive Lake Management Plan. The update detailed the progress and obstacles since the publication of the original report. The update provided for a discussion of impacts from new regulatory programs (NPDES Stormwater and TMDLs), stormwater utility trends and information, and estimates of costs for meeting TMDLs and other water resource management programs.
