BCI was retained by Southwest Florida Water Management District (SWFWMD) to complete a Watershed Management Plan for the Horse Creek Basin.
The Horse Creek Basin, north of State Route 64, has an area of 75-square miles, parts of which lie within Hillsborough, Polk, and Hardee Counties, Florida.
Much of Horse Creek Basin is undeveloped. However, large areas of the basin are being mined for phosphate resulting in ongoing changes to the soils, landforms, and topography.
The Watershed Management Program includes five major elements:
- Digital Topographic Information
- Watershed Evaluation
- Watershed Management Plan
- Implementation of Best Management Practices (BMPs)
- Maintenance of Watershed Parameters & Models
BCI performed the following tasks in accordance with the SWFWMD Watershed Management Program Guidelines and Specifications (G&S) and the Federal Emergency Management Agency’s (FEMA) Guidelines and Specifications for Flood Hazard Mapping Partners:

- Digital Terrain Modeling
- Watershed Evaluation
- Watershed Management Plan
