Scope
BCI was selected by the City of New Smyrna Beach to perform a peer review for the Central Beach Flood Mitigation Phase II project designed by ECT, Inc. The project designed by ECT included plans and specifications for paving 5,000 feet of existing shell road and adding curb inlets, CDS units, pumps, and a generator to alleviate flooding problems.
BCI reviewed the plans and specifications for appropriateness of the application and quality assurance. We proposed and evaluated alternatives to the existing plans for alleviating the flooding. All alternatives were evaluated from the standpoint of capital cost, maintenance cost, permitting, project scheduling and delays, and citizen concerns.
A report was prepared for the city and a presentation of the results was delivered at a public meeting. This project involved the following elements:
