Stormwater Master Plan

Scope
The City of Groveland employed BCI Engineers & Scientists, Inc. (BCI) to develop a stormwater master plan for a study area of approximately 937 acres contained within its city limits. During Phase I of the project, BCI determined problem areas and prepared conceptual designs for alternatives to address water quality and flooding issues within the study area.
Flooding issues were assessed by incorporating information obtained from reported problems, site investigations during and after rainfall events, and development of a surface water model of existing conditions. Water quality issues were assessed from reported problems and developing a pollutant load model to estimate pollutants contributed to the lakes and surface waters within the study area.
Topographic one-foot contours were generated for the study area using aerial technology. A priority matrix was developed for selecting basins for retrofit projects based on modeling results for both flooding and water quality. Conceptual alternatives were proposed for each of the selected priority basins. Five stormwater ponds were proposed to provide both floodplain storage and water quality treatment. Three French drainage systems also were proposed. Seven grant applications were submitted to the Lake County Water Authority (LCWA) for the opportunity to receive Stormwater Treatment Grants. The proposed French drain system on the east side of Lake David was selected by LCWA for funding.
