Lakes Dora, Beauclair & Carlton Stormwater Master Plan

BCI was retained by Lake County to implement and update the 1997 Master Stormwater Management Plan for the Lake Dora Basin. The goal was to avoid spending time conducting studies to define load reduction goals and targets for Lakes Beauclair, Dora, and Carlton, and begin project implementation. This was achieved more quickly by utilizing available information and supplementing it with select information collected during the project.

The objective was to begin reducing pollutant loads from stormwater to the lakes. Water quantity problems were also assessed as applicable.

BCI completed the following tasks:

  • Collect FDOT plans and locate County drainage structures
  • Determine new Best Management Practices (BMP) locations and top of bank elevations
  • Update sub-basin delineations
  • Evaluate stormwater management needs
  • Meet with stakeholders to determine acceptable alternatives
  • Pollutant load modeling
  • Basin prioritization
  • Select basins for retrofit design
  • Complete sketches of potential BMPs within selected basins
  • Meet to select projects for implementation
  • Prepare conceptual drawings for selected alternatives
  • Prepare cost estimates
  • BMP revisions for load reduction optimizations
  • Monitoring program design
  • Grant preparation and submittal
  • Fund acquisition
  • Project design and permitting
  • Bid documents and specifications development
