Suwannee River Water Management District | Starke, Florida | 2005 - 2006
Pratt Street, a collector road in the City of Starke, had a history of flooding due to stormwater runoff from U.S. Highway 301 and the adjacent residential areas.
The new stormwater system consists of a 1.5- acre wet pond controlling the water table 10 feet below the surface to provide treatment and attenuation of the 50-year critical event. A shallow, dry area adjacent to the wet pond provides additional storage for larger events, and is designed with underdrains so that the area serves as a park and butterfly garden with public access. These ponds are directly adjacent to the new Bradford County Library site, and are designed to provide attenuation of peak flows from the library site as well.
The pond outfall was piped along Pratt Street for approximately one mile, ultimately discharged to a tributary of Alligator Creek. In addition, sanitary sewer was upgraded and the road repaved. The project required coordination with the city, county, Suwannee River Water Management District, Florida Department of Transportation (FDOT) and the public. BCI was responsible for construction administration, coordinating with the contractor during construction, and resolving utility conflicts.
Specific project tasks included:
- Modeling to determine level of service provided
- Design of pond slope reinforcement
- Design of piping & bleed down along one mile of Pratt Street to avoid utilities
- Design of a shallow retention area with underdrains that doubles as a park and butterfly garden
- Maintaining existing trees where possible
- Coordination with FDOT, Starke, SRWMD, & Bradford County
- Preparation & submittal of all permit documents
- Preparation of bid documents & conducted pre-bid & pre-construction meetings
- Construction administration
- As-built certification
