BCI provided water resource and stormwater services as needed for St. Lucie County. BCI 's assignments included Harmony Heights and Lawnwood Park.

- Field reconnaissance/characterize drainage basin
- Soil & water sampling & testing
- Hydrologic modeling & assessment
- Preparation of construction plans, specifications & cost estimates
- Construction management assistance
- Regulatory permitting through South Florida Water Management District
